It took less than nine years for half of the country to become regular broadband users. By comparison, it took mobile phones 16 years to reach the tipping point, and the personal computer and cable television 20 years. Instant data communication tools are an accepted, expected way of life. The popularity of broadband is driving the robust growth of the communications industry, a sector that has stayed strong even throughout the global economic downturn. Last year alone, broadband providers in the United States invested more than US$60 billion in communications infrastructure, even as the overall economy slumbered. Over the last ten years, US industry has invested more than $700 billion building broadband infrastructure. Demand for broadband is worldwide, growing by the day as more people incorporate Internet use into their daily lives. The United States is a world leader in Internet innovation ? in advancing cutting-edge technologies and applications. Social networking ? through applications like MySpace, Facebook, and Twitter; Search engines ? such as Google and Bing; Internet commerce ? through Amazon and eBay; new devices ? such as the iPhone, iPad, Nook and Kindle; and new communications media, such as YouTube, are driving increased use of the Internet, and each originated in the United States. Broadband is now the dominant fixed access method in all OECD countries, the report said. In 2008, Japan and Korea became the first two countries to have more fibre-based subscriptions than either DSL or cable. The sector has declined slightly during the recent economic downturn, but has fared better than other industries. In 2009, US investment in telecommunications declined at a rate of 5-10 per cent, compared with 18 per cent for overall private capital investment. Policy challenges With the power of broadband so evident, the need to expand service to all parts of the country is the next challenge. President Barack Obama made broadband deployment a goal during his presidential campaign. The US Federal Communications Commission staff carried out his vision through the creation of a National Broadband Plan. The US telecommunications industry supports the plan?s goals of expanding broadband usage. About five per cent of the US population does not have access to fixed-line broadband at a speed threshold specified in the National Broadband Plan. Building more infrastructure is only one part of the solution. Some people simply are not subscribing to services even if they are available. The latest US government studies show that about a third of those who have access to broadband connections at home don?t subscribe. Interestingly, cost isn?t the primary reason people don?t subscribe to broadband even when it is available. According to the Pew Internet and American Life Project, only about five per cent of adult Americans cite price as the reason they don?t have broadband. For many, the issue is perceived value; nearly 40 per cent of those who choose not to have broadband say it is simply not relevant in their lives. There also are technology barriers. Consider that 95 per cent of US homes have broadband availability ? but only 80 per cent of homes have a personal computer. Digital literacy comes into play, too, especially in making sure that older generations and those lacking technical education can participate in this new and fast-emerging online world. These issues are ones that industry, lawmakers and policy officials all agree need to be addressed. President Obama?s Administration, the Federal Communications Commission, and leaders in both parties of Congress all believe in the potential broadband adoption has for jobs, for the information economy and for improving quality of life. The United States Telecom Association has consulted with the Federal Communications Commission about the idea of going out into a few US cities and experimenting with different offerings to see what types of programmes might be most effective in getting non-adopters to make the leap into broadband. Some options discussed include a discount for a certain period of time, subsidies for the cost of computers, and providing training to help people use the services in a way that makes sense for them. Many USTelecom members directly or indirectly help low-income families purchase and learn how to use computers or provide a place where people can have access to broadband. A challenge facing policy-makers and industry is the cost of expanding broadband infrastructure to truly remote areas where there is no business case for building a network. There is a positive role for government to play with regard to broadband deployment and adoption. US companies are making investments in rural areas using private funds and the help of a governmental universal service programme, which is slated for revisions so it can expand support for broadband services. Yet there is also a risk. If regulators adopt policies that discourage investment, growth could stall and competition could decline. The World Telecommunications Union studied these issues at a conference in June. ?A careful balance will be needed between a hands-on and hands-off approach to regulation, based on assessment of the broader impact on the whole of the society,? concluded the final report. What lies ahead? An article in the Guardian ten years ago accurately predicted that there would be a growing social benefit with the ability of being able to make a phone call anytime from anywhere. Today, it is more than a social benefit. Businesses, government and consumers demand the fast, high quality transmission speeds. Driving this demand is the rapid innovation occurring on the Internet. Creation of new applications, online shopping, education and health all require robust and flexible broadband networks. The future is bright for faster and better communications tools and for some that we can?t foresee today. It would have been unthinkable 40 years ago to imagine connecting with friends and family in far-flung regions of the world through live video, instead of waiting days for letters. With an Internet that is robust, continually evolving and accessible to the entire world, new broadband communications tools will provide an important part of the global economy?s foundation.

A barrier has been installed between two Scottish rivers in an attempt to block the spread of non-native North American signal crayfish "invaders".

The animals are already present in the River Clyde but it is hoped they can be stopped from reaching the River Annan.

First found in Scotland in 1995, the crayfish have been blamed for eating young fish and destroying habitats.

Scottish Natural Heritage (SNH) described it as a "landmark" attempt to control the spread of the crustaceans.

Environmental experts have identified a "pressing need" to stop the creatures moving from the Clyde into the Annan.

A large number of rivers and lochs across Scotland have already been affected by the signal crayfish.

They include Loch Ken in Dumfries and Galloway where a five-month trapping programme two years ago killed more than 700,000 of them but failed to eradicate the problem.

SNH hopes the new barrier will prevent similar problems on the River Annan, a popular location for salmon and trout fishing.

Social Media for Business | Online Market Gurus

THIS YEAR, AUDI RAN the first-ever Super Bowl commercial to feature a Twitter hashtag. Did you miss that watershed moment? Don?t feel too bad: the hashtag ? #ProgressIs, a take on the carmaker?s line ?Luxury has progressed? ? flashed on the screen for just a second, near the end of a surreal and entertaining ad that featured millionaires trying to escape from a minimum-security prison, and a cameo by, who else, sax man and Lite-FM staple Kenny G.

In addition to pushing the hashtag on TV, Audi purchased a Promoted Trend ad from Twitter, and it hired Klout, a startup firm that combs through Twitter and Facebook in search of the most ?influential? people online. Klout helped Audi find more than 1,100 people to reach out to about the campaign ? 200 of them received an Audi travel mug and flashlight. Klout?s Audiphiles tweeted more than 12,000 times about the hashtag, creating a viral chain of Audi-related chatter online. the company then chose the best tweets containing #ProgressIs; the winner, @jetsetbrunette, won a trip to California to test-drive some Audis, and she also got to choose a charity to which Audi donated $25,000.

But what did Audi get out of all these influencers? tweets? Did the Twitter campaign prompt anyone to consider buying an A8, say, or to go into a dealership to test-drive one? Did seeing the #ProgressIs tweets at least inspire an outpouring of positive brand feelings toward Audi?

The company doesn?t know. ?Today the equation to measure that doesn?t exist,? says Doug Clark, Audi of America?s general manager for social media and customer engagement. Audi has a full-time team monitoring its presence on social-media sites, it?s constantly posting new content, and it has even held special events for the most devoted members of the online Audisphere. the best Clark can do to suggest that all this work has paid off is offer a study by Visibli, a social-marketing analytics company, which recently found that Audi has the most ?engaged? fans of any entity on Facebook. Audi?s more than 3 million obsessives apparently outshine even Justin Bieber?s minions in their willingness to click the like button.

Clark concedes that, so far, he doesn?t have any numbers to prove that all this engagement has resulted in, you know, selling more cars. Amazingly, the company isn?t too interested in finding out, either. For Audi, Facebook and Twitter ?are places where we know tech-minded consumers are active, where they?re seeking to engage with the brand,? Clark says. ?But can I say that a fan is more likely to buy an Audi? No.?

Audi, like almost every major brand in the world, is jumping onto Twitter and Facebook in a big way. EMarketer estimates that 80% of companies will participate in social-media marketing this year, nearly double the number of just three years ago. All of them are feverishly working to get consumers to ?engage? ? to ?like,? to tweet, to comment, to share. and they?re spending a tidy sum to do so. according to BIA/Kelsey, a media consulting firm, companies spent about $2.1 billion on social-media advertising in 2010; the number is projected to grow to nearly $8 billion in 2015.

The gold rush has inspired a wave of tech startups, like Klout, that are looking to help firms navigate the tricky social-ad scene. These companies promise to monitor and measure the impact of Facebook and Twitter campaigns, and to find the best ways to boost those efforts. Despite this technology, though, social-media marketing often feels like a throwback to the golden age of TV: At least so far, marketers can?t predict or measure the impact of their campaigns with anything near the precision they?re used to elsewhere online.

What?s more interesting is that brands truly don?t seem bothered by this. Being on the leading front of marketing while not having to account for their efforts liberates them. ?We?re trying different ways to help us better understand the ?value? of a Facebook like,? says Brad Shaw, Home Depot?s VP for corporate communications and external affairs, echoing several other social-media marketers. ?But at this point, revenue is not the intent.? Applied to social media, William Goldman?s famous line about Hollywood would go something like this: nobody knows anything, and they don?t care. You?re forgiven for wondering: #ProgressIs? #Really?

LATE IN 2007, JOE FERNANDEZ, a young tech-obsessed guy, had to get his jaw wired shut for three months while recovering from surgery. the only way he could communicate with his friends and family, he says, was through Twitter and Facebook. but he found his medically imposed silence to be a revelation, rather than an ordeal. ?I could tell people my opinion on anything instantly, and the people who trusted me were acting on what I said,? Fernandez says. ?It hit me that for the first time, word of mouth was becoming scalable and ? even more important ? the data about all of these interactions were available.?

Fernandez quickly began working on a way to tie all these data into a comprehensive picture of each of our online lives. What he came up with was Klout?s signature product, the Klout Score, an integer from 1 to 100 that summarizes every person?s influence online. the score is determined by a number of factors ? including how influential your followers are and how many people retweet or respond to things you say online. It has become, in some circles, an important measure of influence. People are reputedly putting Klout Scores on their r?sum?s, and a few brands, such as Las Vegas?s Palms Hotel, are using Klout to identify potential online VIPs for preferential treatment. Justin Bieber, of course, is the king of Klout: he has a perfect 100. Everyone else is second fiddle. Barack Obama gets an 87, the Dalai Lama gets an 86, and Jay-Z struggles with a mere 67. (For the record, I earn a 64 ? good enough for ?thought leader? status and probably the only time I?ll be this close to Jay-Z in any public ranking.)

Klout has now amassed enough data to measure the influence of 75 million people online, and it can slice and dice these numbers. For instance, Fernandez says Klout can identify the most influential people who talk about sneakers in Seattle, or the most-listened-to tweeters on skin-care products in San Francisco. when companies come to Klout looking to target those influencers, the company can track how their messages echo across the social-media landscape. how many extra tweets did Nike get by focusing on those Seattleites?

But what Fernandez can?t track is what happens when people read all those comments or tweets: Does the marketing change anyone?s feelings about Nike? ?I think we?ll get there eventually,? he says, musing that over time, brands will give Klout ? and other social-data-analysis companies ? sales information to correlate with online chatter. Still, the problem won?t be easy to solve. For one thing, social-media marketing, unlike search ads, catches most customers when they?re far away from making a purchase decision. This makes it menacingly difficult for firms to determine what ultimately led to a purchase. Was it something you saw on Twitter or Facebook three weeks ago, or was it the drive-time radio spot you heard this morning?

That gets to the second reason that social-media marketing hasn?t yet proved itself: So far, advertisers aren?t asking for any proof, and that limits the ability of firms like Klout to figure out if what they?re doing really works. ?My life becomes a million times easier if I can show that if you spend $1 with us, you get $1.10 out,? Fernandez says. but for many big brands, the amount of money being dedicated to marketing on Facebook and Twitter is small compared with the rest of their advertising expenses. ?For a lot of our clients, what they?re spending with us is coming out of their ?experimental? marketing budgets,? he says. In other words, they don?t feel much pressure to account for their efforts. ?No brand is challenging us on this. We challenge ourselves way harder than any brand does.?

One current alternative is to embrace less sexy, but more Internet-friendly, direct-response advertising models. ?Sweepstakes, contests, and coupons have always been popular, long before the Internet was around,? says Victoria Ransom, CEO of Wildfire Interactive, another Silicon Valley advertising startup. like Klout, the three-year-old firm was founded by accident. Ransom and Alain Chuard came upon the idea while running their previous company, a global adventure-travel firm. They wanted to expand their firm?s Facebook presence, ?but we realized pretty quickly that we were going to have to give people a reason to become fans of our page,? Ransom says. the company had run sweepstakes on its site before, but it found that translating those to Facebook wasn?t very easy. ?We figured we weren?t the only ones facing that challenge,? she says. the company created a way for all kinds of businesses to create their own promotional applications on Facebook. ?Within a few weeks, we?d received calls from both Kayak and Zappos,? Ransom says. ?We went, ?Oh, maybe this will be bigger than we thought it would be!? ?

Wildfire?s twist is making sweepstakes and contests social. They?re built as Facebook apps, and they?re promoted widely on Twitter. Ransom says that Wildfire can often track the success of its campaigns by integrating with its customers? transaction databases. For instance, the firm recently ran a promotion for Jamba Juice that allowed people to collect a ?lucky? coupon from Jamba?s Facebook page. You?d only find out the value of the coupon if you took it to a Jamba Juice store, and some of the coupons would pay out cash prizes of up to $10,000. the campaign drove tens of thousands of people to Jamba Juice locations; every time someone used one of Wildfire?s coupons to make a purchase, the smoothie chain could credit that customer to the promotion.

Still, Wildfire?s campaigns suffer from a problem that?s common with social-media marketing: because they?re so new, and because they often depend on catching uncertain viral cascades, their performance is difficult to predict. ?If we put a dollar in the Google machine, we know exactly what?s going to come out,? says David Sobie, VP of business development at HauteLook, a Nordstrom subsidiary that runs a members-only, daily-discount fashion site. Sobie has run many campaigns with Wildfire, and he says, ?We?re often surprised ? things that we didn?t think were going to take off have been incredibly successful. and others, where all the metrics suggested that something should have been successful, have turned out not to be.?

NOT LONG AGO, I was offered a tour of the customer-service department of the future. It?s a bright, gleaming space; costs almost nothing to operate; and boasts the friendliest, most knowledgeable representatives in all of American commerce. where is this call center? and who runs it?

It?s online. and it?s run by you. Lithium, a 10-year-old company based in Emeryville, California, builds and hosts online discussion forums for companies to let their customers help themselves, and it?s one example where social media already seems to be helping companies pay the bills. For companies like Comcast, which have high-profile rapid-response complaint centers, Lithium?s technology has revolutionized customer-service operations, usually an expensive part of the business. CEO Lyle Fong estimates that Lithium?s work revamping AT&T?s online community resulted in AT&T saving 16% on telephone customer support in January 2011 compared with 2010.

We?re a long way from Bieberville, but this being social media, no one wants to talk just about minimizing call volume. At Home Depot, Lithium powers a vibrant discussion site where customers discuss home-improvement projects and the products and instructions to use them. ?We can look at how your users interact with each other on your site,? Fong says, ?and we can tell you, ?Hey, here are your community members who are going to be your most passionate fans, and if you treat them right, they?re really going to give back.? ? At Sephora, another Lithium client, the discussion site has become a place where some of the company?s most feverish fans ? women who spend 10 times more than the typical customer ? log many hours offering advice to everyone who comes along.

Sephora hasn?t calculated all the additional sales that this system has generated, nor the labor it might be saving now that its best customers, rather than employees, are answering people?s beauty dilemmas. Bridget Dolan, Sephora?s VP of interactive media, says that at some point, the company may decide to do just that. right now, though, ?we aren?t saying, ?Does every dollar we spend turn into revenue?? ? she admits. ?No one here is hounding me for the ROI.?

Greek politicians are to vote later on austerity measures that have sparked nationwide strikes and the worst rioting in Athens for more than year.

If passed, European officials will also start to finalise the details of a second bail-out - worth an estimated 120bn euros - designed to help Greece pay its debts until the end of 2014.

When asked about the subsidies and her income from the farm late last year, a spokesman for Bachmann said only that she wasn't involved in decisions about the running of the farm.

Bachmann told The Associated Press on Monday that her husband became a trustee of the farm because his father had dementia before he died two years ago, and "oversees the legal entity."

"Everything we do with those forms is in an abundance of caution," she said, insisting she and her husband receive no farm income despite the forms reporting it.

CALI, Colombia (AFP) ? Greenhouses lined with genetically modified marijuana sit on a mountainside just an hour ride from Cali, Colombia, where farmers say the enhanced plants are more powerful and profitable.

One greenhouse owner said she can sell the modified marijuana for 100,000 pesos ($54) per kilo (2.2 pounds), which is nearly 10 times more than the price she can get for ordinary marijuana.

Local authorities said the arrival of genetically modified seeds, which are imported from Europe and the United States have allowed "a bigger production and better quality at the same time".

A police commander in the Cauca region where Cali is located, Carlos Rodriguez, said one of the modified varieties goes by the name, "Creepy".

Another seed modified in The Netherlands is fetching a good price in the area, said a foreign researcher, who asked to remain anonymous. That version, well-known in Europe as "La Cominera", is named for the Colombian village where it grows.

"La Cominera's" higher value is due to its increased concentration of THC, the plant's principal active ingredient, and the modified plant verges on an 18 percent concentration level, compared to a normal marijuana plant's two to seven percent, said the researcher.

Despite the fact that marijuana production is illegal in Colombia, farmers say they continue to sell both traditional and modified marijuana because of economic advantages. One resident who spoke on the condition of anonymity said he can sell 11 kilograms of marijuana for 160,000 Colombian pesos ($87).

In the greenhouses outside of Cali, in a secret location accessible only by foot, it is easy to recognize the famous plant with star-shaped leaves, where it grows amid other legal crops.

The hemp plant was originally legally used in the production of textiles and soccer balls until 1962, when authorities banned the use of marijauana in those products in order to comply with international standards.

According to botanist Luis Miguel Alvarez, a teacher at the University of Caldas in Manizales and the author of several marijuana studies, after marijuana is grown and dried, it can endure long periods without spoiling, which is a strong economic advantage.

Police commander Rodriguez said the crop's growth poses a problem for local law enforcement, because profits are often used to finance other criminal activity.

"We believe that the sixth front of the FARC guerrilla forces are 90 percent financed by marijuana," he said. The Revolutionary Armed Forces of Colombia is Latin America's largest and longest-fighting insurgency with 47 years of armed struggle and 8,000 fighters.

Marijuana production and sales are growing in Colombia, which was also the world's biggest producer of cocaine in 2009, according to available statistics, he said.

"This year we have already seized 27 tons (of marijuana by June), compared to 23 tons last year. It is troubling that the resources of armed groups are growing and because of this they can acquire arms and explosives," Rodriguez said.

Nationwide, authorities say they have seized 41.8 tons of marijuana to date in 2011, compared to a total of 228 tons in 2010.

Drivers, engineer watched Nev. Amtrak crash unfold (AP)

SPARKS, Nev. ? Two truck drivers and a train engineer watched helplessly as a semitrailer skidded the length of a football field before it smashed through crossing gates and into two double-decker cars of an Amtrak train at a highway crossing, killing at least six people.

The drivers were part of a three-truck convoy that saw the gates come down and the warning lights go off as the California Zephyr approached, National Transportation Safety Board member Earl Weener said Saturday.

They stopped, but the driver of the big rig in the lead did not, he said.

Investigators on Sunday planned to look over the scene for any clues as to why the truck driver plowed through the railroad crossing on Friday. It's expected to take up to a year to pinpoint the cause of the crash.

The Churchill County Sheriff's office said Saturday that six people had died in the crash. The truck driver and train conductor were among the dead.

The conductor, 68-year-old Laurette Lee of South Lake Tahoe, Calif., came from a railroad family. Her great-grandfather and grandfather worked for railroad companies, her brother is an Amtrak dispatcher and her nephew is an Amtrak conductor, Lee's friends and family told the San Jose Mercury News.

Weener said 28 people were unaccounted for in the crash, but that the figure was "spongy" because some passengers may have gotten off the train before the crash or walked away from the scene without checking with officials.

"This is not quite like you are used to when you get on an airplane. They record exactly who gets on, and what seat they sit in," he said. "On a train, you can get off without necessarily being tracked."

About 20 people were injured, and the United Transportation Union said the train's assistant conductor was among those seriously hurt. Weener said a passenger manifest counted 210 on board, but Amtrak spokeswoman Christina Leeds said 204 passengers and 14 crew members were on the train at the time.

"We are going to be working in the next several days to get more of that (unaccounted) number down the best we can," Weener said.

At the time of the collision, Weener said visibility was excellent and the crossing gates and warning lights were working.

The train's engineer saw the truck approaching the crossing about 70 miles east of Reno and realized the collision was inevitable, he said.

The engineer slammed on the emergency brakes, but the train, which was going about 78 mph in an 80-mph zone, traveled a half-mile more before it finally stopped, he said. The engineer watched the truck smash into two of the train's 10 cars through the rearview mirror.

"He recalled the event clearly. He saw the truck approaching the train," Weener said. "At some point, he knew the impact was imminent. He, in fact, watched the collision in a rearview mirror. He was hoping the train was not going to derail."

NTSB investigators were returning to the crash site Sunday to search for more possible victims and try to rectify discrepancies in the passenger manifest.

The California Zephyr from Chicago was about 300 miles east of its destination in Emeryville, Calif., when the truck hit the two train cars, which burst into flames. Earlier witness accounts said the truck driver didn't attempt to stop before it drove through the crossing, but Weener said the driver did try to stop because the truck skidded about 320 feet before it crashed.

The speed of the truck hasn't been determined, but Weener said it was going "at a considerable speed" because the impact left the tractor embedded in one of the train cars.

The truck driver who died was a Nevada man in his mid-40s, Weener said. Churchill County authorities said they were working to confirm other victims' identities and notify family members.

Weener said a team of 18 NTSB investigators were expected to remain at the scene for at least a week. NTSB spokesman Peter Knudson said they hadn't finished combing the wreckage, and Weener said they had yet to review video data taken from the train.

"We will not be determining a probable cause of this accident while we are here," Weener said.
